MADRID, SPAIN and BARGERSVILLE, IN, USA – ACCIONA CMS JV announced today it has been awarded the Navy’s $500 million Design-Build/Design-Bid-Build Multiple Award Construction Contract (DB/DBB MACC) for projects primarily located in Rota, Spain. A joint venture (JV) between Madrid-based ACCIONA and Indiana-based CMS Corporation (CMS), the ACCIONA CMS JV was one of seven firms awarded a contract.
Under the MACC, the JV will provide DB and DBB general construction projects located primarily at Naval Station (NS) Rota; however, the contract may also be used throughout the Naval Facilities Engineering Systems Command (NAVFAC) Atlantic area of responsibility worldwide. Task orders issued under the MACC can range from $8 million to $64 million and include construction of airfield, industrial, infrastructure, administrative, training, retail, food service, munition storage, and community support facilities. The contract duration is seven years, with expected completion in June 2029. NAVFAC Atlantic, headquartered in Norfolk, VA, is the contracting activity.
MACC awardees were rated on their proposed organization for the MACC, overall safety approach and record, corporate experience, technical solution to construct a Port Operations facility (seed project) at NS Rota, and history of outstanding past performance. The combination of ACCIONA’s Rota region experience and expansive resources, coupled with CMS’s NAVFAC indefinite delivery/indefinite quantity (IDIQ) contract management experience, made for a winning combination. The ACCIONA CMS JV Team also includes US-based American Structurepoint as the Designer of Record for task orders issued under this MACC.
Ernest Enrique, CEO of CMS Corporation, noted, “CMS has entered into a strategic partnership with ACCIONA for this pursuit. This award represents the first time in recent memory that a DoD construction contract has been awarded to a JV between Spanish and US contractors at Naval Station Rota. The combined resources, Rota region experience and IDIQ management expertise of the JV will enable us to deliver projects safely, on time and budget, and with a high level of satisfaction to the Navy.” CMS is an award-winning construction contractor with DB experience and strong self-performance capabilities in mechanical, piping and fabrication work.
