About Us

CMS is an award-winning construction contractor providing extensive design-build, new construction, renovation, fueling systems, and energy and sustainability experience for a wide range of federal government and commercial clients worldwide. The CMS Group of Companies also provides strong self-performance capabilities in mechanical, piping, and fabrication work. Our construction know-how and mechanical capability enable us to perform the most technically challenging projects. Our customer-first philosophy ensures the best customer experience on every project.

CMS was established in 1996 and re-incorporated in 2004 after a change in ownership. In 2005, after restructuring, we obtained a key Federal Program certification — 8(a) Business Development — from the US Small Business Administration (SBA). CMS graduated from the 8(a) program in April 2014 and is a recognized success story within the SBA program today. We are also a certified Minority Business Enterprise (MBE) by the Indiana Department of Administration, Minority and Women’s Enterprise Division, and the City of Indianapolis.

Today, CMS’s focused strategic initiatives, systems, SOPs, corporate experience, and philosophy of continuous improvement not only enable us to expand our global reach and provide a more expansive service offering to our clients, but also increase opportunities for meaningful and challenging careers in the construction industry.

Board of Directors

Ernest Enrique, PE serves as Chairman of the Board and CEO of CMS Corporation (CMS). He holds a MS and BS in Civil Engineering and is a licensed PE in 10 states. Mr. Enrique has over 30 years of global executive leadership, management, strategic planning, business development and acquisition identification/integration experience in the construction, engineering, environmental remediation and consulting fields for the US Department of Defense, state, local and private customers. He has been the executive in charge of assembling and leading teams responsible for successfully executing projects for the Department of Defense worldwide, including work at remote, austere and hostile locations, valued at over $2 billion.

Currently, he is responsible for CMS’s overall business performance, strategy development and operational execution. He leads global teams delivering design, construction and construction management services for the US Department of Defense and private customers. Mr. Enrique’s entrepreneurial mindset and business acumen is responsible for the exponential growth and expanded global reach of CMS.

Mercedes Enrique, MBA, F.SAME, serves as President, Chief Financial Officer and Small Business Liaison Offer of CMS Corporation. She holds an MBA and BSE in Computer Science & Engineering from the University of Toledo, and has participated in continuing education programs at Wharton, Kellogg, and Stanford Schools of Business. Ms. Enrique has over 18 years of experience in the construction industry and manages day-to-day internal operations for CMS, including finance, accounting, procurement, human resources, contract administration and IT. She is a member of the Indiana Chamber Board, the Mid-States Minority Supplier Development Council (MSDC), the Latino Business Action Network (LBAN), the Hispanic Chamber, and the Associated General Contractors (AGC) of Missouri. Additionally, she has been an active member of the Society of American Military Engineers (SAME) since 2005, and is passionate about mentoring small businesses and Industry-Government Engagement.

Khushwant Mander serves as the Executive Vice President of CMS Corporation. He has over 28 years of experience in the construction and environmental remediation industries, and oversees the project management and field supervision of projects, as well as CMS’s internal Quality and Safety organizations. He has expertise in program management and execution for federal government and commercial clients, as well as quality and safety program implementation. Mr. Mander has Program Managed 22 Navy & USACE IDIQ contracts with a combined ceiling of over $3 billion.

SBA Mentorships

Paying It Forward

CMS, currently a Minority Business Enterprise (MBE) and formerly an 8(a) and Protégé firm, graduated from the Small Business Administration (SBA) Mentor-Protégé Program in April 2014 with a high degree of success. During an 8-year relationship with our Mentor firm, we gained extensive experience in federal contracting. What we learned and how we applied it helped us grow the company and become the successful contractor we are today. Because of our success, we gained a strong desire to pay our knowledge forward. In 2015, we became an 8(a) Mentor to two small disadvantaged businesses (SDBs) under Mentor/Protégé Agreements (MPAs).

Those two 8(a) Mentor-Protégé relationships recently expired. In 2022, CMS was approved under the SBA All Small Mentor-Protégé Program (ASMPP) as a Mentor to Jack Wayte Construction Co., Inc., a New Mexico-based certified Economically Disadvantaged Woman-Owned Small Business (EDWOSB) under NAICS Code 236220 and to UIC Sanatu, LLC, an Alaskan-based 8(a)-certified business under NAICS Codes 236220 and 237120.
