The Problem
Did you know that the Federal Industrial Base has shrunk 38% in the past 10 years?
Did you know that only 2.5% of small business federal contractors that outgrow their small business size standard successfully transition to other-than-small business?

This problem has created a perverse incentive for advanced small businesses to grow thus leaving a huge Industrial Base gap with very few middle size competitors serving the Federal Government.
The Solution
The Pilot Program for Transitioning Small Businesses in the E/C industries. The Pilot Program is a proposed addition to the National Defense Authorization Act for Fiscal Year 2023. The Pilot details a seven-year transitioning program that advanced small businesses may elect to enter upon outgrowing their NAICS size standard.
The Pilot Program aims to improve:
- The Federal Government’s shrinking Industrial Base
- The struggles faced by advanced small businesses when transitioning to other-than-small
- The SBA’s shrinking number of new entrants to the small business program

Who We Are
We are the Transitioning Federal Small Businesses team, a passionate group of leaders in the A/E/C industry who have come together with a common goal: to positively impact the lifecycle of federal contracting businesses across the country. We believe wholeheartedly in our solution, the Transitioning Federal Small Business Pilot Program.
